Highway 20 was split through Philomath downtown and vehicular speeds increased at the expense of merchants and local residents. DLA worked initially with the Philomath Downtown Association (PDA) to provide large scale conceptual design throughout the state highway corridor. DLA was then retained to provide specific design improvements for pedestrian enhancement and highway beautification.
